How I can help you
I am willing to assist in collaborating with you, your student, and the school in cases where the student has not been identified as having a disability. I advocate for all students to include those with disabilities, social and emotional concerns unrelated to a disability and International Exchange attending schools in the local area.
I will:

Review requested documents, including, but not limited to evaluation reports (ER), individualized education plans (IEPs), functional behavior assessment (FBA), behavior intervention plan (BIP), collected data, transcripts and other documents as needed.

Initiate phone conversations/emails regarding the identified client/student. These phone conversations include, but are not limited to, consultation with family, other service providers, school districts employees/ LEAs and anyone else deemed necessary and for which a release of information has been obtained.

Attending IEP team meetings and other meetings as requested/invited.

About Me
Cecelia A. Ynoa Lantigua, fondly known as Mrs. YL, earned a bachelor's degree in Social Work from the University of Dayton and a master's degree in Social Work from Widener University. Also, she obtained a certification in Special Education-General Curriculum from Indiana University. Mrs. YL began her professional career as a Social Worker serving in Public Welfare, Child Welfare and various other Social Service agencies before accepting a position in 2001 as a Special Education Transition Coordinator/Special Education teacher and later Special Education Dept. chair.
As a retired Special Education Teacher, she has observed firsthand the frustration that parents face at disciplinary conferences, when requesting testing, preparing for and attending education planning meetings as well as post secondary planning for their students. Often an outside consultant can help to identify special needs of a student, which may or may not result in an Individual Education Plan (iep). She has witnessed limitations that some schools put on services, inconsistencies in service delivery, incomplete paperwork and the absence of support services and measurable goals that allow the student to access the curriculum . This includes support transitioning from school to school or into lifelong goals.
Schools are required to offer a Free and Appropriate Public Education (FAPE), to all students, but sometimes they fail to address a student’s specific individual needs. If your child is not meeting their emotional, social, or academic potential, an educational advocate can help. This service includes all children, whether identified with a disability or not.
Our goal is to ensure that you have the tools to be a more active participant when advocating for your student and that the student can be fully included in their school, their communities, and in all future walks of life. Additionally, I work with Exchange students and their host families who are attending schools in the local community, to ensure their cultural exchange experiences are unforgettable.
In addition to supporting students with special needs I also assist post secondary students in accessing services to reach their potential.
